Consultation > SRB6 Consultations
There was strong support for this bid from residents
and from community, public, and private sector organisations
in the target area. Development of the bid was led by
a SRB6 Bid Steering Group, comprising members of partner
organisations, including community organisations and
residents. The Steering Group was led and co-ordinated
by Leaside Regeneration Limited. In developing the bid,
the Steering Group relied heavily on input from residents
and from community, public and private sector organisations
operating in the target area. Input included ideas about
overall strategy and individual projects, and comments
on drafts. Community participation took place between
January 1999 and June 2000 using:
- The Bromley by Bow Centre’s extensive community
networks (Jan 1999 – June 2000)
- Poplar HARCA’s Estate Boards (tenants and
residents), Joint Estate Panel (tenants and residents),
Board (tenant and other directors); Community and
Economic Development Working Group (tenant and other
directors) and users, volunteers and staff at Community
Access Centres (Feb 1999 - June 2000).
- Lincoln, Lansbury and Burdett Community Plans drawn
up in consultation with residents (Nov 1999 –
April 2000)
- The East Pathway Partnership, convened by LBTH for
community organisations in the target area (July 1999
- June 2000)
- Ward Forums, convened by LBTH for residents (Jan
1999 - June 2000)
- The Bromley and Lansbury Partnerships (residents
of Bromley and Lansbury wards and community, public
and private sector organisations)
- A face-to-face survey of residents in 4000 households
by Poplar HARCA (1998)
- A survey carried out in Blackwall by the Isle of
Dogs Community Foundation and SPLASH, resulting in
the Blackwall Charter (1999)
- A very widely distributed “call for proposals”
(Dec 1999 – Jan 2000)
- Two public meetings convened by LB Tower Hamlets’
East of Borough Regeneration Forum (Sept 1999; May
2000)
- Three public meetings convened by the Steering Group
(April 2000)
- Three community meals for local residents and practitioners,
convened by the Steering Group, with discussions focusing
on enterprise, arts or young people (May 2000)
- Extensive consultation of Crossways Estate residents
and local organisations as part of Levitt Bernstein’s
study (March – June 2000)
- Consultation of residents and local organisations
as part of EDAW’s production of a Regeneration
Framework for Poplar and Leaside (May – June
2000)
- An “Open House” for local people to
view and discuss the draft final bid (May 2000; advertised
in East End Life which is delivered to every household
in Tower Hamlets)
Responsibility for implementing the SRB6 programme
is vested in a Leaside Regeneration SRB6 Partnership
Board. The Board is made up of representatives of local
residents and of community, public and private sector
organisations operating in the target area, and includes
some expert advisers.
The Partnership Board continues to use the means listed
above ensure the continuation and further development
of a high level of wider community participation, with
particular attention being paid to the barriers to participation
faced by black and minority ethnic communities.
A key feature of the SRB6 programme is to broaden the
involvement of local people in implementation in ways
that go far beyond representation on committees and
inclusion in consultation exercises. In particular,
wherever possible, local people will be given opportunities
to become involved very practically in project implementation
in ways that provide them with training, employment
or enterprise opportunities.
